Never seen this before and how would you report this.? There is a stack attached to the return and vents into the attic.

Looks like a low-tech fresh air intake in a really good way to ruin the efficiency of your HVAC system.

Depending upon your energy code, if the house is tight there might be outside air required to provide the needed air change, as Cameron said. The ones I see go to the exterior. However, in TN I do know bath fans are allowed to terminate in the attic in some areas, so possibly these are too.

Looks like from my HVAC background is that someone attempted to add a return duct improperly, it should be ducted back to the plenum and in addition that filter grill needs a filter.

It did have a filter I was just taking it out for pictures. But that's a first for me. Never seen it. This is also a house that had the bathroom electric fan vent aim towards the roof vent and secured to the truss with duct tape.
