To me its not different, if it needs repair, it needs repair. If its a normal home maint. item, I may write that, but it still needs repair and id a condition worthy of reporting.
As with roof, lifting shingles are a defect, even though thr roof may not be leaking I still write it as a reportable condition, and state the facts, not leaking but worn and will need repair soon.
