I should not say all of Wisconsin. The city of Madison does require a roof permit. The area I live in does not.

Contractors here don't bother getting permits. I'm sure they are required.

When do I need a building permit?

The 2012 International Residential Code Section R105.1 states, “Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be done, shall first make application to the building official and obtain the required permit.”

Milwaukee only requires a permit if the trusses are being altered. Re-roof, no permit.

I have seen layers in the city 6,7,8,9. I was talking to a Milwaukee firefighter that said sometimes they cant cut through the roof because it has so many layers.

I usually just disclaim the roof condition and offer to come back when the roof is visible.I rarely get a call to come back and do not charge if I do.Think of all the time you save at all those inspections not inspecting the roof, having to come back and re inspect a few is nothing.

That's what I love about Winter; attics aren't 1,000 degrees and I can disclaim the walkways, driveways, grading, roof, etc. Sometimes even the exterior crawlspace access covers are not able to be opened from all the snow.

Terrible time for a home inspection in my opinion from a buyer's perspective. What if the roof is in terrible condition and there is deferred maintenance in the crawlspace?

wouldn't IR be a useful option for a snow covered roof? if the heat is on the house, getting a decent delta t shouldn't be hard
