Here's an image showing some exposed wires that were energized. How would an inspector write this up in a report?

I am also attaching a PDF file, and a Document file to see if they will be available here. I am keeping my fingers crossed!

The system includes unlisted cable or conduit in the ____________ area that is exposed and a shock hazard which should be properly repaired to include a weather cover and GFCI protection by a licensed electrician.
