Going to hire contractor to pour a concrete patio against house on 2 sides.
Requested expansion joints between brick of house and patio, patio will
Be below floor level. Is the expansion joint necessary and what other concerns should I have apart
From a 1/8” slope per fr away from house. In North Carolina, 16x16 pad, have a call
In to city inspector but have not called back yet

You must have done your research ahead of time. Both of these items are important, the rest is just about good design and qualifications/experience of the contractor. Good prep work. Weather conditions.

Make sure the reinforcing steel is center of the concrete, not at the bottom. Good luck!
