I use Adwords Express.. It is easy enough for me and I get a few inspections a month from it.
The test is very easy to pass.

How does it get the reports out? Printed? PDF? Email. I know there is a cloud service. How does that tie into the whole operation or is that strictly for storing reports and interoperability between mobile devices and pcs.

Yes! You are inspecting the plumbing.
Yes you can, but you can't do the plumbing repairs.
IMHO they are the same.
Corrosion noted at the ###. Recommend the corrosion be removed and using dielectric unions where dissimilar metals are joined (i.e. copper to galvanized) as to avoid this type of corrosion.
1x6 boards instead of OSB is just fine if not better.
